Position Summary
The Chief Administrative Officer (CAO) for the Johns Hopkins Children’s Center is responsible for the strategic development and operations for pediatrics inpatient services and the pediatric network in Metropolitan Baltimore and National Capital region and the clinical, academic and research administration for the Department of Pediatrics. The CAO is responsible for the affiliated hospitals and ambulatory sites staffed by the department’s physicians and harmonization of procedures and protocols across sites in the state of Maryland, and will have strong strategic alliance with the JHACH leadership team in Florida.
This role is responsible for assisting in the development and implementation of the strategic operational plan, along with providing management of these immediate and long-term strategic plans.
The general scope of responsibilities includes: strategic planning, financial management/analysis, budget development and execution, grants management, contract administration, compensation planning, personnel and management recruiting, utilization and productivity management, marketing, general operations of the JHCC, Department of Pediatrics and external services in the Pediatric Network and space management. The CAO will also play an important role in developing and stewarding clinical service agreements for the provision of pediatric medical and surgical services to affiliated, non-Hopkins health entities.
The CAO is responsible for the department and staff’s satisfactory compliance with the rules and regulations of The Johns Hopkins University School of Medicine and Clinical Practice Association. In addition, the CAO is responsible for assuring compliance with Johns Hopkins Hospital and Health Systems regulations. The CAO is a key contact for external relationships including industry and government affairs.
Reporting Relationships
The CAO has a matrix reporting relationship to the Pediatrician-In-Chief/Chair of Pediatrics, the Pediatric Surgeon-In Chief, the Chief Operating Officer of the Johns Hopkins Hospital and the Vice Dean for Finance and Administration for the SOM.
Responsibilities
The CAO plays key leadership roles in the JHCC, Department of Pediatrics and Pediatric Network in the following areas:
Strategic Programmatic Planning

• Assess industry and market trends continuously to identify growth opportunities in clinical care.
• Manage strategic planning for JHCC, Department of Pediatrics, and integrating strategy across the Pediatric Network.
• Ensure appropriate affiliation and collaboration across JHCC, Department of Pediatrics and other SOM Departments, Pediatric Network, and other affiliated centers.
• Review marketing analyses regularly with the Planning and Marketing team to identify opportunities for clinical care expansion, to optimize ambulatory locations for geographic growth and to achieve an overall priority growth in the number of pediatric lives served.
• Coordinate institution-wide initiatives to enhance patient services.
• Maintain thorough and current knowledge of issues related to healthcare reform, government rules, regulations, and reimbursement systems.

Financial Management

• Oversee and manage the Department of Pediatrics annual budgets, funds, and P&Ls.
• Manage the JHCC, Department of Pediatrics and ambulatory centers annual operating budget.
• Optimize distribution of endowed funds in the Department of Pediatrics and JHCC
• Oversee the financial performance of Pediatric Network community-based services (NICUs, PEDs, Ambulatory sites).
• Oversee the JHCC and Department of Pediatrics capital budget for major and minor expenditures.

Operations and Practice Management

• Analyze operational and physician practice results, including volume statistics, billing data, expense and revenue trends.
• Compare results to industry benchmarks; work through departmental leadership to implement relevant and approved changes to meet these standards, as necessary.
• Develop strategic proposals for reallocation and development of ambulatory practice.
• Develop and monitor strategies in cooperation with the Departments of Surgery and Anesthesia and Critical Care Medicine to maintain optimal number of operating rooms for the JHCC’s surgeons and/or clinical specialty areas.

JHCC, Department of Pediatrics and Pediatric Network Administration

• Represent the JHCC, Department and Pediatric Network within the Johns Hopkins organization as well as with external organizations to promote the JHCC, Department and Pediatric Network’s assets and strengths.
• Oversee the JHCC, Department and Pediatric Network administrative team.
• Supervise all human resources related activities within the department, working with designated human resources support.
• Develop staff; supervise, motivate and foster a culture of workforce diversity.
• Collaborate with JHCC Nursing on financial oversight, staffing and bed management.

Candidate Qualifications
Education/Certification

• Bachelor’s Degree in business, finance, accounting, or other related field required.
• Master's degree in a related field may substitute for required experience, to the extent permitted by the JHU equivalency formula. JD, MBA, MHA, MPH strongly preferred.

Knowledge and Work Experience

• Seven years of progressive responsibility for administrative and financial management related to monetary or non-monetary resources of a department, center, or unit, including two years supervisory experience, and two years of financial management experience.
• At least five years of pediatric leadership experience in a hospital environment, preferably an academic medical center.
• Experience with strategic planning, growth strategies, and network and business development in healthcare.
• Experience in a large integrated delivery system, with operations and performance improvement focus.
